Can you bring a drone to Pakistan or fly one in Hunza and the Karakoram? The current drone rules, approvals, customs risks and safer alternatives.

Quick answer

Do not bring a drone to Pakistan without written prior approval. Drones fall under the Pakistan Civil Aviation Authority (PCAA), with Ministry of Defence clearance in some cases, and the national drone rules are still being finalised. Drones without paperwork are often confiscated at customs, and flying near borders, military sites or airports is prohibited.

The Current Drone Rules

A civil drone authority was approved in principle in 2021, and draft Civil Unmanned Aircraft Rules were published in 2024 by the Aviation Division and the PCAA. In 2025 the PCAA said the rules were still under development. The draft proposed:

  • Registration of all drones with the PCAA.
  • Flights up to 200 ft, within sight and in daylight.
  • Written permission near cities and within 6–12 km of an airfield.
  • Defence Ministry clearance to import drones over 10 kg.
  • Fines of up to Rs 100,000, plus daily fines for continuing violations.

Bringing a Drone into Pakistan

Travellers widely report drones being held or confiscated at airport customs when they arrive without approval. If filming from the air is essential, apply in advance for written approval from the PCAA (and the Defence Ministry where required), and carry the approval with the drone.

Where You Must Not Fly

  • Border areas, including the China border at Khunjerab and the Line of Control.
  • Military installations, check posts, airports and airfields.
  • Dams, bridges and government buildings.
  • Over crowds and private homes without permission.

Safer Alternatives

Professional crews should apply through the media process: see our filming guide. For holiday photos, a good camera and a photography tour timed for the best light will give great results without the risk.
